In 2011 a new masterplan was created for the Shores of Karbala, Iraq. The goal of this masterplan was to create a correlation of economic, social, cultural and environmental resources into a strategic plan. There are three main ideas to guide this development:
- Creating an efficient city by optimization of densities and urban centers. This is done by using appropriate typologies and sufficient distribution of services and public facilities.
- Providing synergies between phasing, investment opportunities, and urban development and infrastructure organizations.
- Creating a livable city by designing a metropolitan network of multiple centers, series of permeable environmental systems of public services, neighborhoods and local scale and to create walk-able and pedestrian friendly environments.
